From 1 January 2019 r. all people with permanent disabilities, which are over 18 years, will be entitled to a new type of monthly financial assistance, which replaces integration allowances and social invalidity pensions, which is received together with the old-age pension and the length of service. The amount of the new financial assistance will depend on the degree of disability and will be determined and updated according to the poverty line in Bulgaria - for 2019 r. the poverty line in Bulgaria is 348 BGN.
For people with a degree of disability from 50 to 70,99% the monthly financial support will be 7% from the poverty line or 24,36 BGN. for 2019 r.
For people with a degree of disability from 71 to 90% its size will be 15% from the poverty line or 52,20 BGN.
For people with a degree of disability above 90% financial support will be 25% from the poverty line or 87 BGN.
For people with over 90% degree of disability with certain foreign assistance, who receive an invalidity pension due to a general illness or due to an accident at work or an occupational disease, the new aid will be equal to 30% from the poverty line or 104,40 BGN.
The highest amount of financial support will be given to people with over 90% degree of disability with certain foreign assistance, who receive a social disability pension. For this group the new type of monthly allowance in 2019 r. it will be 57% from the poverty line, which makes 198,36 BGN.
The current disability pension, which was given as a supplement to the pension for length of service and age or to the pension for a deceased relative, will become financial assistance. NSSI will terminate these pensions and will determine a new amount of the pension, which should not be lower than the one given so far. Social disability pensions will not be suspended, if they are people's only pension income.
People, who currently receive a monthly allowance for social integration, will receive the new financial support, without the need to submit new applications to the Social Assistance Directorate. The new financial assistance will be paid by the Social Assistance Agency (ASP) until the end of the month, next month, for which it is applied, by mail or by bank transfer.
People, who have received the terminated by 01.01.2019 r. disability social pension, paid to another type of pension, but do not receive a monthly allowance for social integration, will have to submit an application to the NSP at their current address no later than 31 March 2019 g., to be granted the new monthly financial support, with retroactive effect from January. The application-declaration in DSP at the present address must be submitted by the persons as well, who receive a monthly supplement for social integration for renting municipal housing, since from 1 January 2019 r. the amount will be allocated in the form of targeted assistance and will be transferred directly to the municipalities.
